PCN not received from parking charge in March, just received a debt collection letter!

Hi all, just received a debt collection letter from dcbl for a parking charge from a retail park in March. However we never received any parking charge notices prior to this. We moved out of our old flat exactly 2 weeks after the date of contravention (with proof). 

My questions are as follows:

Do we have to receive the DCN within 2 weeks for it to be valid? It's from Euro car parks who seem to be bpa registered 

Should we send a template letter to the debt collectors like the ones available on nationaldebtline.org disputing the debt?

And do you guys have any other advice on how to proceed? Thanks in advance! 🙏

    You didn't set up mail forwarding? Always amazes me that people don't.

    OMG - no - stop looking at the awful 'advice' about Parking Charges by National Debtline and Citizens Advice, etc.

    This is a subject they don't understand.

    You are best just waiting for DCB Legal to send a LBC out, then use the standard reply in post 2 of the NEWBIES thread which confirms your address.

    DO NOT LEAVE THEM WITH A CHOICE OF 2 ADDRESSES. YES WE KNOW THEY HAVE TRACED YOUR NEW ADDRESS, THAT'S NOT THE POINT. YOU HAVE TO TELL THEM TO ERASE THE OLD ONE.

    Then you get a claim form and defend, and in 2026 DCB Legal will discontinue. That's how you beat this. No cost, no CCJ, no risk.
