Parkling Charge Notice (UKPS) – Dragon Retail Park Cardiff

Hi,
On Saturday, I received one of these letters from UKPS (see attached):
I have read through a lot of these posts, including the Newbies section, but wanted to start my own thread to ask a couple of questions before appealing.
On the day in question, I had an appointment booked at the Ford car dealership next door to the retail park at 5:30pm, but when we arrived they were closed with barriers across their car park. Not being familiar with the area I pulled into the Dragon Retail Park (which looked to me like any other business park I've been in countless times before – Taco Bell, Wickes, Metro Bank, etc.) and parked up in a bay to try calling the Ford dealership. There was no answer so I walked around the corner to double check the dealership was definitely closed, which it was.
I then returned to my car and left the business park. I was there no longer than 10 minutes. I made the 15 minute drive into town where I parked near the City Hall and have a MiPermit receipt from there, time stamped at 5:53pm (proving how little time I spent in Dragon Retail Park). Had I seen any signage about private parking, I would've gladly paid or done the necessary to register my car details at one of the outlets, but I had no idea I needed to. This was a genuine oversight and – as many others on this forum have stated – the notices are made as small as possible to clearly catch people out.
As per the Newbies post, I attempted to contact the land owners, but this has proven difficult to do. A Google Search only listed Fletcher Morgan Chartered Surveyors as the representatives of the land owners. I called them, but the far from helpful person I spoke with there told me he is unable to pass on details of the land owner and knows for a fact that there are signs about it being private land in that car park before hanging up on me. I got the impression I wasn't the first person to contact them about this.
So my question is, is the template on the Newbies thread relevant to me when I didn't visit one of the retailers and have clearly made a mistake by not noticing the signs, even though I stayed for just 10 minutes? Part of me feels like just paying the £60 to get the whole thing off my mind and settled, but I have a strong sense of justice and hate the feeling of having been tricked.

Is UKPS offering POPLA on the back of that NTK and showing the blue & yellow BPA AOS roundel? Or mustard colour IPC roundel?
Is it POFA worded?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yes, the IPC roundel is present and as far as I can tell from the Newbies thread, the wording is as it should be. Front and back of NTK attached here.

Are you suggesting I just ignore completely, or should I still complete the appeal process at appeal.theukps.com using the following?:
Re PCN number:
I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.
If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.0 -

To be honest, @Coupon-mad, there's so much information out there, that I'm somewhat baffled by it all. Presumably that means, so long as they are unable to find out the name of the driver, they can send whatever they like to my address, but cannot demand payment?0
