Hello, I have received an PCN from Civil Enforcement. I parked in a car park for the dentist I was using. The signage is poor and unlit. The screen inside the dentist was not working so I could not input my car registration number.
I appealed with them CE but they ejected it and now offer a reduced payment option or they will put in the hands of debit collection agency.
They said I had not right to park there however in my appeal I sent them the receipt for the dentist work done.
Lastly they have my address but my name is incorrect.
How should I proceed?

If the dentist refuses to step in, get a video showing that the VRM screen isn't working, then use that as evidence at POPLA.
Also get some pics of the signs. Show us.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
