UKPC Parking Charge Notice - Misleading Parking

Good afternoon, 

I am writing in the hope that someone might be able to advise. 

I have received a notice as keeper for parking at a car park with the reason being "Registered users only" (it's very vague).  

She had intended to park at the parking for Bracknell Station, but just next to it is another multi-storey car park that said 'Public Parking', and she parked there (on a map you have the station, the car park in question in between, and then the station car park beside it). It's very misleading.

The vehicle is registered with APCOA (the operator for the station's car park) for exempt parking charges under a Blue Badge exemption. As the blue badge was needed for further travel at the destination, the car was parked in a normal space and the blue badge taken. (This had previously been agreed with APCOA as acceptable for another car park under the same premise). 

The problem is that she had parked in the wrong car park named 'One Station Square', managed by UKPC and not the station car park, which is managed by APCOA. Therefore, the exemption did not apply, and the vehicle was not registered with UKPC. 

We received a PCN through the post for the first of three times when this has happened. ANPR is supposedly in operation, but the ticket was issued by a parking warden but a NTK was sent in the post and there was no ticket on the windscreen. We wouldn't have parked again had a windscreen PCN been issued. 

I have thoroughly read the newbies sticky thread, successful landowner appeals thread and more. 
However, I am not really sure how to approach this. 

The landowner is difficult to find - One Station Square is managed by JLL and Vail Williams, and managed by yet another managing agent that seems to have many directors and many different companies for their one brand. 

I'm also thinking as to how to write a complaint to the landowner - I don't want to seem mean for something that was a mistake owing to misleading signs? How should I weave in the disability in there, too - I've read that this is a pertinent thing (though the badge wasn't displayed as it was needed)?

As there were three occurrences, I also don't know whether to wait just in case two more letters come through the post. Does anyone also know whether to submit my appeal (the template) to UKPC within the 14-day period or within a later period, please?

It's my first time going through this, and it already seems complicated and daunting. 

I would be very grateful for any advice.

    You say YOU have received a NTK but SHE had intended to park..........  Are you the RK?  If so you must deal as RK but not driver.  Have you read the NEWBIE sticky?  JLL (if it is Jones Lang Lasalle) are usually very good at having PCNs cancelled.

    I am the registered keeper and have read the NEWBIE sticky - I know not to name or mention who was driving.
    It is JLL (Jones Lang LaSalle) but joint with Vail Williams plus on top of that they have a managing agent (Tandem Property Asset Management) who does the day-to-day so I'm not sure who to contact. There are some email addresses on the website, but I would assume that they go to sales reps?

    Is it a Penalty Notice or is it a Parking Charge Notice?

    It is headed 'Notice to Keeper' and says 'Parking Charge' all throughout.

    The 14 days (discount bribe) is irrelevant because the keeper - you - will never pay a penny.

    It is POFA worded (no specific section mentioned).
    In looking at the POFA, it looks like the notice was served quite promptly: 

    Parking took place on 29/10/2025. 
    Notice dated 04/11/2025.
    Received on 07/11/2025.

  • I will try my best - I haven't sent anything yet, but I have received three more NTKs in the post today (and based on this, I expect to receive two more). 

    They are double-charging for the same/each parking session, with one for 'Registered users only' and another for unpaid parking, despite it being the same parking session. Can they do that? 

    It will be something that I mention in my email to JLL, Vail Williams etc., but I also assume this means that I will need to battle each of them individually (six notices in total)?

    You have suggested writing as an annoyed patron of the site - how could I weave this in, please? A lot of the examples that I've seen on this forum show sites like retail parks and shopping centres that I can't relate to in this case. 

    The car park used was for an office building, which is next to the train station in question. The two car parks are adjacent to each other with misleading signage (which I will mention) - but it makes me wonder how I can be positive about their offices whilst simultaneously being annoyed at (currently) four parking tickets, with two more likely to come. I don't necessarily want to admit wrongdoing in case they share it with UKPC. 

    I've also seen you mention blue badges and disability. How best could I mention this too, please?
    How would they know that there is a disabled occupant of the vehicle and to then provide reasonable adjustments? (I can send a scan of a blue badge - and as you have said, without naming the driver). 

    Thank you in advance, and I apologise for the number of questions - the situation has completely flustered me (and I know that this is exactly what they want in the end, for people to become so tired and just give in).

    Just do a succinct complaint, in your own words, listing all 6 PCN numbers and telling JLL what you want them to do about it.
