    Your first post talks of a Notice to Hirer and then goes on to talk about not establishing keeper identity but then it is not your car anyway but your sister's car.  Confused - I am!
  • Dvla has just emailed me this after complaining - It was my sister who emailed who is the registered keeper

    But the data request wouldn't have come from CSL Parking. It would have come from whichever debt collector acts for PESS.

  • Hirer could be anyone, I could have hired the car of my sister. I was the driver at the time but the keeper is my sister who has been receiving the notices. She is the one who is challenging them. So i have not revealed to them that I was the driver at the time. 

    The request from DVLAI must have come from CSL…………..

    This is both sides of the ntk it is my sisters car but i was driving
    She just does a POPLA appeal, as per post 3 of the NEWBIES thread, with the first point being that she wasn't driving & this is a non-POFA NTK so they can't hold her liable.

  • Slightly confused. The letter has got the registered keepers name on it. Would that matter? Everything on post 3 seem to be based on NTK not identified and therefore people have challenged it

    It's to do with the keeper not being liable because they were not the driver at the time.

    Depends if you even want to bother. This is a low-cost operations setup where the parking company does nothing but pick up cheques from their PO box, and Debt Recovery Plus send out the threatograms and get a cut. The company doesn't even really exist. The address on the signs is that of their accountants.

    I'd just ignore if it was me.
