Alliance Parking strike again

Hi everyone and thank you in advance for any advice given. I've spent some time reading the Newbies thread and there's a lot I understand and a lot I don't.I am writing this on behalf of my 70+ parents.
I initially contacted Alliance before reading your initial advice. I argued on the basis of being there for 13 minutes, the time it took to drive to the bottom section of this carpark down a poor quality road, going to the machine to find it enclosed in a locked shed. Trying on mobile with no signal before then leaving. As you can see, the appeal was refused.
Please can you advise on my next step.

Absolutely ridiculous reply to an appeal, but as they are scammers and the appeal set up is a sham not surprising, appealing to the IAS is futile they are also in on the scam, you are now in ignore mode unless a real small claim is issued as per the newbies thread.1

Oh please, please run this one through the farce of IAS appeal with photo evidence of the locked shed and a video showing no phone signal. The IAS is considered by right-thinking people and MPs to be "as bent as a nine bob note" but we need evidence of this.
When putting it in with the evidence to prove there were no workable payment methods, give YOUR postal address so the letters come to you to stop the elderlies from paying.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
