I would be inclined to withhold/delay the last rent payment. Chances are, contact would be made once he realises the rent has not been paid.
They could also check the council website to see if the property is required to be licensed (selective licensing). If the property has been licensed you may be able to obtain some contact details via the Council, or request access to the selecive licensing register, if the informaton is not online. If the property is required to be licensed and is not, a rent repayment order could be applied for.
However, as others have said, send notice as required in the tenancy agreement, using last known address if nothing else has been provided. Then ensure photos are taken to evidence condition of the property as left and meter readings, etc.1 -
