Mac (Monterey) Issue

I am running Mac Monterey on an older Mac Pro which is the last version of MacOS that it will run. Recently I have an issue where if I install a new a new program then choose "Keep in Dock" it doesn't if the machine powered down. It stays in the Dock if the program is closed, even if the computer has been in sleep mode multiple times, but once powered down usually overnight it is gone. All my other programs that have been in the Dock for ages remain as they should!

Any ideas would be appreciated!
