PayPal Credit to make a purchase

I entered into a credit agreement with PalPay to purchase a 16" Laptop via eBay. However, what turned up was a small envelope filled with scrap paper, delivered to the wrong address! I immediately informed both eBay and PayPal, and their internal resolution process went into play. However, they found in the seller's favour as the package had been delivered. Even though I received an email from eBay stating that the seller's account had been compromised. I have been in contact with the Citizens Advice Bureau, and they have advised me to send a formal letter of complaint. I'm having trouble finding a UK address to send the registered letter to. Does anyone have any info for me?
