Cardiff Northcourt - Ocean Parking - Parking Charge Notice
Hello all,
Looking for advice on whether it is worth continuing to contest a private parking charge.
The owner of the vehicle has received three PCNs from the same location. Two relate to the vehicle being parked in residential bays while visiting a resident. Both incidents took place on the same day, with the vehicle leaving and later returning within a few hours.
The most recent PCN was issued when the vehicle was parked in bays marked “short stay” for around 30 minutes before being moved elsewhere. There is no signage explaining the meaning of “short stay”, no stated time limit, and no indication that a permit is required for those particular bays. The wording on the signs appears unclear and does not define any terms relating to those bays.
Copies of the PCN and the signage visible from the parking bays will be uploaded below and in a follow-up reply.
The owner is aware not to identify the driver and will continue to appeal as keeper only, in line with forum guidance.
A complaint has been sent to the accommodation management to request cancellation on the basis that the visits were legitimate, but there has been no reply. Appeals were submitted to Ocean Parking for all three PCNs, but all were rejected.
Any guidance on whether this is worth pursuing further – especially due to unclear signage and undefined “short stay” terms – would be appreciated.

Come back if you receive a claim form but ideally take time now to provide an address for service that is NOT in Cardiff (a relative's address in England would be ideal) because your judges there in Cardiff are appalling and you don't even get a hearing.
So change the address now so the silly letters are opened and passed to you regularly. By someone who isn't easily fooled by scams and won't panic about daft threatograms.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
