Civil Enforcement PCN Help

Hi, got a NTK PCN from the above. It appears to me to be in compliance with POFA but images are posted. I have read a few other posts about Civil Enforcement and what from what i gleaned is that 99% of the time they reject the appeal. I have already used plan A,ie, complain to the land owner who essentially told me its my problem if i can't read signs  :D

I wasn't the driver so have no clue what the signs said, but i did ask my cousin, who was the driver at the time and he didn't take notice of signage as he was only there for a short period. In 100% of cases i wouldn't name the driver but in this case he has said to give them his details & he'd love to see them try & chase him in Africa for this. If it did go to court eventually i'd have proof of him being here & the temp insurance that covered him using the car. Or should i just go with One Size Fits All Template?

    Is there a transfer of liability tear off slip at the bottom of the PCN?  If so, this is what you use to give the driver's name and serviceable address.
