Transfer of property to Beneficiary

Hi All
I have been dealing with my late mothers estate, Probate has beeen granted and I am now in a position to complete the final task and arrange the formal transfer of her Leasehold property to the new owner,
I have reviewed the various pages on the GOV website and have ascertained the following, the transfer will not attract Stamp Duty, however I am sure there will be an Admin fee to cover the necessary update to the Land Registry?
I will also need to complete AS/AP1 forms to request the transfer and an ID1 to verify the beneficiary identity.
My questions are as follows:

Is the beneficiary actually going to keep the property or sell it? If the later it would be better to sell within the estate and distribute the proceeds.1
