The CNBC allows 5 days for post, but due to the time of year you may get it this week or next, but its irrelevant, because your claim history shows that they posted it out last Friday so are ready for the response , that important entry was what you were checking your MCOL claim history for all along
So Download the N180 DQ pdf document from the government website, fill it in, save it and email it to the DQ email address, preferably today, no waiting for the post, sooner the better due to xmas and new year
Email a copy to Gladstones too
Then check that the CNBC logged it, sometime after the 4th January 2026, in your MCOL claim history
File the paperwork when it arrives, nothing to be done

Nominate your local civil court, receiving the paperwork wont help you decide
If Blackburn is your preferred local civil court then add that one, its your case, so you decide1 -
You can search for your local court via the GOV.UK court finder: -

The Defendant was the driver on the material date and entered the Tesco car park with the genuine intention of shopping thereThis is fairly close to home and left me confused. The PCN is for Holmes Mill in Clitheroe. The nearest Tesco is some distance away. Your Defence and Witness Statement need to refer to whatever happened at Holmes Mill
