Refund onto card

I lent someone some cash and they paid my council tax bill with their credit card in lieu of paying back the loan.
I'm due a refund from for the council tax. Does it have to be repaid onto the same card?

Usually yes, refunds will always be repaid to the original payment method.  Primarily due to anti money laundering regulations.  But also because, if you gain some rewards from paying by credit card (airmiles, cashback, supermarket points, whatever), any rewards you earned from the original transaction are reversed if a refund is issued.

Otherwise, you could in theory buy loads of things, earn the rewards on your card, send the goods back for a refund and rack up loads of points/rewards for effectively zero spend.

Only one way to find out, call the council.

I agree ask the council - If say only a couple of monthly payments were paid by card (how were they paid - in a shop using your council tax card?) then the council may not be aware that it was paid by credit card.
(If the payments were paid direct to council forget the above)

You might get a cheque or bank transfer.
