Can a non-driver insure a car ??

This might be a daft question but... is it possible (and legal) for someone
that does not hold a driving licence of any sort, to insure a car for which
they are the registered keeper ?

situation arises from my late father's car being transferred to my mother.
When I go to get this car taxed, is it necessary for the insurance policy
to be in her name ?
I have my own separate car on which I have comp insurance - that covers
me whilst driving my Dad's old wreck, but my understanding is that the car
itself must be covered too. Is that correct ?

    The car does need to have a basic level of insurance 3rd party if it is to be kept in a place the public have access. The fact that you want to get it taxed I assume it would be, and you need to show this when purchasing your tax.
    I'm sure if you phoned an insurance company they would insure it in this situation as weather the car is driven or not makes no difference really as the car is only insured for damge to others.
    Would another option be to transfer the car into your name then insure it as a second car?
