Local Council parking ticket (but operated by APCOA)

i recently had to attend a physio appointment at my local GP at 9:00am. i parked nearby on double yellow lines at about 8:45 and put my blue badge in the window with the clock set. unfortunately id put the time as 9:45am. i went in the GPs and when i came out at about 9:26am i had a yellow notice from Lincolnshire CC. i went online and appealed first asking why i had received the notice. then after reviewing the photos realised my mistake and sent a follow up appeal. they have rejected the appeal even though i sent a copy of the email showing the appointment time and that i was in pain and maybe that was the reason i made the mistake.

the thing is the whole thing seems to be run by a private company called APCOA and i wonder if i was actually dealing with the local council if they would be more compassionate.

what are my options?

If this is a council matter,  I strongly suggest that you post your query over on the FTLA parking forum website after reading their posting requirements first
