Night storage heaters powering on anytime day or night

hi. I just moved home, with the same type heating and water. 

In my new place night storage heaters are just the basic input and output without any boost function. The immersion heater for water has a boost function. 

The water and heaters power on when temperature drops and not based on time of day so they don’t use the cheaper economy 7 electric at off peak. I have contacted the electric company and they said that it’s working as it should and they power on so I can choose when to turn them on. I’m not like everyone but I’m not one for waiting until 1am to turn them on for benefit of off peak electric and then turn them off later on before on peak becomes active again. And same for water. At the moment the heaters are off and just using oil filled radiators. The electric company stated I would have to contact a local electrician and get him to install me a timer. Is that my responsibility or the electric companies? If it’s my responsibility then I know a few electricians who could get me free electric.

    No one here is going to  comment on attempts to defraud the electricity company, 

    Otherwise the heating system in your place and how it works is your responsibility. I can’t see why you think the electricity company would be liable for that.

    The electricity company could be correct. We've seen a couple of cases like this, where (for various reasons) the meter isn't configured to switch the E7 loads directly and it needs the householder to implement something.
    What make/model is your electricity meter? Can you share a photo of the meter and all the associated wiring?

    As above, depending on the configuration of your meter it could be your responsibility (or possibly your landlord's, if you rent).
    If it’s my responsibility then I know a few electricians who could get me free electric. 
    The usual word for "an electrician who can get you free electric" is a criminal.
