Parking Penalty Charge Notice

I parked my car yesterday on Tuesday 9:25pm and got a parking charge notice 5 minutes later by Westerminster Council.

Location: 57-59 Haymarket, London SW1Y 4QX

This section of the road has some building works that divide the long stretch of parking spaces into 2. There are 2 places which had this sign in front of them. See Attached picture.

I was somewhat confused by this - in between the bungled up temporary sign (restricting parking between 9:30 and 17:30) that was half covering the other permanent sign, I assumed I could park here after 17:30. Both the yellow sign and the sign behind it are not 100% clearly visible.

I will challenge this PCN with the council. If refused do I have grounds to challenge it in court?

As its a council matter,  please post your query over on the FTLA parking forum website after reading their posting requirements first,  that is where you should receive proper bespoke advice

I'd suggest reading up on the law (TSRGD) and confirming that the signage meets the requirements.
It appears to say "No parking suspended"...
I'm not sure about that council, but there may be a tribunal to escalate to.
We had a TfL one cancelled at tribunal level because they invented rules which simply didn't exist in law.
Also, it could be that part of the dance is you can request more details from them; if so you can at least have the satisfaction that it is costing them time & effort and it stops the clock ticking.
And further, do watch out for them failing to keep to their stated escalation stages; I once had one cancelled because the council (Brighton) missed a stage and so didn't follow process.
