Unfortunately there seems no confirmation officially that I can see that this is the correct number to call (MSE themselves flag this up in their advice as a frustration that the official number hasn't been supplied) - which would be a strong indicator of authenticity or otherwise. If in doubt try 0800 030 9322 which is a WHD number and ask if that number ending in 4 is legitimate for the scheme/ask if your letter is genuine.

Tomato Energy, of all suppliers (!) have the number on their WHD page

"How will I know if I qualify for the Core Group?

Households that qualify for the Warm Home Discount will receive a letter from the Government (between October and December 2025), confirming their eligibility and any next steps.
The letter will indicate whether the rebate will be applied automatically or if you need to call the Warm Home Discount helpline to confirm your details. If advised to, it is important that you call 0800 030 9324 before the final claim date 28 February 2025 [sic]."

But if in doubt, phone the published number on gov.uk ending in 9322 and hopefully they should be able to transfer you or confirm whether the number is legit.

It appears to be genuine, the WHDS2 letter reference is correct. (It appears at the bottom right too).

A reference number starting with a "U" indicates someone who is "unmatched" which simply means that their name is not on an electricity suppliers billing.
ie. The very people who would be sent such a letter.

As for the telephone number:- 0800 030 9324 is one that has been used by the WHD helpline  in the past, in fact they used it last year.

As noted though the published number for this year is 0800 030 9322 (not 9324).

So if you want to be extra careful then I would ring the published "9322" number and confirm if you should be calling "9324" for this matter.

I originally rang the 9324 no as per my letter on 27th Nov. 
Just now rang 9322 asking if letter was genuine. 
He assured me they have got details and have passed onto Octopus for payment.
