Heathrow drop off


I registered for disabled badge exemption for drop off at Heathrow. Did this 2 days before drop off date. Uploaded the blue badge proof and it was approved.

However, forgot to register the actual car on the online account. So, got contravention letter.

I had to take codeine on the day I did the account registration due to pain from recent joint replacement operation(but did not take it after that day). Possibly it made it me forgot.

What are my chances of appealing? Is it necessary to mention the medication? Or will appeal on grounds of simply overlooking registering the car be sufficient? Why does the Heathrow drop off account not make it compulsory to register a car or provide a reminder for this?

    none of those grounds you mention are needed.  Do not mention them whatso ever , 
    you use this text , ensure in the drop down menu you select keeper (never select driver) (if present on this portal as Apcoa have a couple of different portals with slight differences.  The Heathrow appeal portal is much more clunky

    This is an appeal by the registered keeper - No driver details will *ever* be given. Please do not bother with your known fishing expedition in an attempt to get driver details.  It is known parking firms do this to try and get around the fact when there is no keeper liability in play. (and never can be under POFA)
    Due to this being airport land you will be well aware there is NO keeper liability due to the byelaws in force and thus not relevant land.
    As there is NO keeper liability then liability cannot flow from the driver to the keeper and thus is an auto win @ POPLA. Please therefore cancel the notice or issue a POPLA code where you will auto withdraw
    If you waste your time asking for driver details this will be ignored and you will still lose at POPLA if you dont cancel the PCN
    So let's save my time and yours and cancel this PCN you simply cannot win this (and you know it)
