Unfair Civil Enforcement Ltd and Direct Collection Bailiffs Ltd PCN
I received an unfair PCN at my dentist, I am in the process of getting proof that i did have an appointment that day. The reason i got a letter from the "the bailiffs" is because i have moved addresses and they managed to track me down to my new address (DVLA).
I wanted to ask, if i am correct in my next step being directly making an appeal with Civil Enforcement LTD on their website and whether i should include a picture of the appointment letter i will receive which will be stamped by the dentist? My first course of action was to ignore these completely but i have read in the MSE guide that ignoring these letters when you have moved addresses can be a bad idea because you can miss the official court summon.

CEL are unlikely to let you appeal it, but check out the Code of Practice about possibly reissuing the pcn to your current address
In any case inform CEL about the correct entities for the service of papers, a Data Rectification Notice under GDPR

Just to clarify you mean email the dpo for 1) For a copy of The PCN letter and 2) To notify them of my correct address in case they proceed to court?

I have been ignoring the letters but now the "debt collectors"(DBCL) have given up and passed the "debt" back to the original "PCN" issuer (Civil Enforcement) and they have sent me a letter with reply forms/debt advice/and court case summary for (Cavendish v El Makdessi) and (Parking Eye v Beavis).
I have not received a letter from Civil Enforcement themselves before now and from what i can remember reading last year in October and from reading the Newbies section again, I wait until a letter from whoever they hire to represent them legally? As in this is NOT their legal team?
I am going to my dentist on Monday to get a confirmation that i did have an appointment, but they said that "the car park is not their land as is managed by someone else" in October 2025. I will drive down on Monday and ask how that works again just to clarify.
I wish it was as simple as getting the appointment confirmation and sending it to civil enforcement ltd but I will not be contacting them as per the newbie guide. My only other question once i get contacted by the "legal team" will be do i send the legal team of Civil Enforcement the confirmation of appointment letter?
This is all very sad, every time i receive a letter i feel rattled and i am a man in my 30s, i do calm down, do research and go from there but I can only imagine what toll it takes on single parents with not much time on their hands for example, elderly drivers and vulnerable people in general.

CEL are doing in house court claims at the moment, so use the LBC response template in post 2 in the newbies sticky thread in announcements near the top of the forum
Use the email addresses that Le_Kirk regularly posts on here , to email it to their legal team

It's exactly the same as all CEL in-house claims and will be as easy to defend as the last thread I just replied on. Take a look! They already have their claim form on that thread. Next to yours now.
