APCOA - Triple threat

Slightly odd situation, looking for welcome advice. I have trawled through the forums and as you will see I'm mid-process with some of this, but it keeps getting stranger.

All tickets received at Chiltern Rail - Haddenham & Thame Parkway car park.

Disclaimer - I am aware some of this is my fault. The first two PCN's were simply because the entire car park was totally full with no alternative options and I had an incredibly important meeting to make. I was so flustered after spending best part of 20 mins searching for a space, I parked on the curb (not in anyones way) and then promptly forgot to pay!

But, I hate these companies. I've tried to keep is as brief and concise as possible:

PCN 1: Windscreen ticket issued for failing to park in a designated space at train station by APCOA. Dated 24/09. I waited the obligatory 25 days before appealing using this forum's generic response from keeper. Now awaiting new response.

PCN 2: NTK letter received from APCOA for the same date as above, but issued 09/10 for failing to pay for a parking ticket. 

I moved house and received this letter late, so I have missed the 14 day window. I still need to respond, which I assume I do using the same template response from keeper, as above?

PCN 3??!: I have now received a letter (via the owners of my old house again) from ZZPS detailing a PCN charge from a different date 29th August 2025, with a different PCN number. I was unaware of this charge and I now assume that it must have gone to my old address and the new owners missed it.

I tired checking the APCOA website using the PNC ref number, but it didn't work. So I assume they close it down for proof and appeal and it's now been passed onto ZZPS and it's too late to appeal directly?


So my questions are:

PCN 2 - After missing the 14 day window, should I just appeal with the generic keeper response (the blue one from Newbies thread) anyway? As I understand it nothing changes if I miss the 14 days?

PCN3 - Now that ZZPS are involved, there is seemingly no option to appeal to APCOA and because I missed the appeal date, there is no POPLA reference or similar. 


What are my next steps with this?

Lesson learnt - remember to pay for ticket, even when running late. Update V5 with new address asap!

    Ignore tickets 1 and 2.
    For the third, just email Apcoa and tell them your new address and to ERASE the old one under GDPR.

    They don't do court, so don't engage with them or their powerless debt collectors other the one-off address email.

    Just full ignore, not even follow up with appeals etc?

    With the address email to APCOA, do I directly quote/ mention the letter sent from ZZPS, with a note as keeper, not admitting liability? Then just full ignore?

    There is no fourteen day window for appeals. It is normally 21 days for IPC member parking companies or 28 days for BPA member companies.
    Fourteen days is only relevant for postal PCNs (NTKs) when keeper liability is relevant, which it isn't where the alleged event occurs on non-relevant land such as air or seaports or railway assets where bylaws apply.

    For PCN 1, either ignore from now on, or appeal as keeper using not-relevant land/no keeper liability.

    Appeal PCN 2 within the 28 day window as the keeper did for PCN 1, then follow the advice for PCN 1.

    For PCN 3, instruct the DPO of APCOA to erase the keeper's old details and replace it with their current address for service. Make sure to use the word I have highlighted as it has a specific meaning where data handling is concerned.
    Then, instruct APCOA to re-issue the PCN to the keeper's current address for service then follow the advice for the other PCNs.

    APCOA are benign and have never done court to date as far as ||I know. I doubt they will start now where keeper liability does not apply, as long as nobody blabs about the driver's identity.

    PCN 1: Now cancelled by Apcoa after using generic keeper response.
