£170 fine sent to wrong address

I have received a letter from DCBL that I owe £170 for a contravention in 24/02/25
this is the first letter I have received.
i phoned them and they said they sent previous letters to my old address!? And that I can no longer appeal the charge.
The lady was demanding on the phone that I pay or be taken to court and that there’s nothing I can do.
Im completing the form for a new V5C form which I had no idea I had to do even though my driving licence is up to date. 
Ive never had a parking fine before and this scares me! It feels so unfair as I haven’t even had a chance to:( 
Any advice?

    Thank you, I have also lost my old V5 so I can’t apply for one online as it will automatically get sent to old address and I can’t apply for a change of address without the V5 form so I believe I have to do it by post
    would you advise not paying the fine?

    I can't advise about the fine, but personally I'd pay it as these things can escalate and they'd probably argue it was your responsibility to update your registration when you moved house.

    You can download an application form for a new V5 online. I had to do this when my husband passed away and I couldn't find the V5 for his Land Rover. I had to transfer it to my name as new registered keeper, SORN it (the previous SORN died with him) and pay £25 by cheque to replace the lost V5 and enclose a letter of explanation.
    The most shocking thing was the price of a stamp - £3.10 as I'd put all the paperwork in a large envelope!

    But how are you renewing your car tax 
    and insurance if the car's registered at your old address? It might be worth checking that's all still valid.

    How rude! I was only trying to help re the V5 and started by saying I couldn't advise on the parking fine itself but said what I would do myself.

    You rubbish ALL my well intentioned advice because I don't post regularly. Not nice.

    They threaten with court hoping it scares you into paying. The reality is they file court claims but likely never to reach a hearing as so many are discontinued when it comes to paying the court fees.

    Apologies i must have misread that but you should pay a£170 threatogram (which is what i was aiming at).  Your advice about the V5 was of course correct but people should never be wasting £170 on a private pcn.  that would include yourself.(when there is never any need) People should never be throwing money away when with good advice on here shouldn't end up paying anything

    The advice would be to never pay  £170 regardless of the the Parking firm
    they will get 2 x letters from DCBL - then 1 DCB Legal letter before claim and then one court claim (most likely ) and then they would use the help on here and see it discontinued in most cases (saving themselves £170)

    I cannot for the life of me understand why people think that changing the address on a driving licence has anything to do with the address where a vehicle is registered to it makes no sense at all and gives rise to this situation time and time again. :/
    @marymck these are not "fines" they are speculative invoices and none of them are set at £170 that extra £70 is a contrived add on from so called debt collectors who have collected no debt so are entitled to nothing, this is an unregulated scammers industry.
