Because your phone has much less memory, so occasionally needs to be cleared of photos that you might want to keep long term.

For free, non-judgemental debt advice, try: Stepchange or National Debtline. Beware fee charging companies with similar names.

On an iPhone Apple does not allow them fully integration, only limited. On an Android phone you have the option of deleting the local copy or both copies because Photos is fully integrated, you can even delete on device copies from the Photos web browser on a PC. It is not a technical limitation but one put in place by Apple.

With iPhone and iCloud the system deals with it automatically, it never fully deletes the whole photo but reduces what's on phone to a low resolution thumbnail to enable you to still see it in the library but it'll download the full image again if you ever try to open it. If you delete a photo off your phone then it deletes it from iCloud too.

Clearly iPhone and Google Photos are not as fully integrated as an iPhone is with iCloud. It may be an intentional thing as google wants to replicate the Android behaviour which is different to iOS or it may be that iOS restrictions means they can't have it operate as they want.

I'd question why to use Google with an iPhone, one of the key benefits of Apple kit is their integration across their different devices/services. Would have imagined if you prefer Google cloud storage you'd be better off with an android device.
