Received a parking charge when taking my disable mum shopping

Hi All,
I received a final notification letter(first one I have had) from Euro Car Parks saying the wife parked in a supermarket car park for 3h 46 minutes. My wife took my elderly mother out shopping and she has severe mobility problems, and uses a walking aid. She has to go out once a week to ensure she keeps what limited mobility she has.
I am not sure what the stay time is as the supermarket has only recently changed over to this type of car park although I say recently I don't know when this happened. It is certain that we don't normally stay for this length of time but my mother needed some extra items from the other two stores in the complex and as she is slow it took a long time.
Do I have any right to challenge this?

also I am not a driver, I have a provincial licence but I do not drive, I am just a registered keeper.0

From your story, it would appear that you are the registered keeper of a car. You only have a provisional licence (presumably when you do drive, you are accompanied) but on this occasion, your wife used the car to take your mother shopping. The usual reason for not receiving the initial Parking Charge Notice is that your V5C is not up-to-date so that is the first thing to check and correct. If it is not correct, you also need to send a Data Rectification Notice to the DPO of the Euro Car Parks (DPO@eurocarparks.com) informing them of your address for service and requiring them to inform all and any of their agents and subcontractors.
If you read the NEWBIE sticky you will see that PLAN A is always to complain to the shopping centre. The equality act requires them to give more time to people of limited mobility. Is a Blue Badge involved?2 -
