Parkingeye PCN advice

Good afternoon all, I am hoping that you are able to advise me on how to approach the following. I appealed to Parking Eye already, my next options are paying, or POPLA.
The PCN states that arrived at 10:19:50 and left the car park at 12:31:39. These timings were recorded using ANPR.
I had to download an app and purchase a ticket, which I did for 2 hours. My receipt states that my parking started at 10:24.
I was in the area volunteering to coach girls grassroots football (irrelevant i know), but had to pack away all the kit into the car etc. Im confident I had returned to my car in time.
With ANPR stating 10:19:50 and my ticket starting at 10:24, I feel that this is a reasonable amount of time to purchase my ticket. I expect my parking session to have started at 10.24 and not 10:19.
I then exited the car park within 7 minutes of the end of my session, which I understand to be within the reasonable expectation of 10 minutes. I believe this is stated in BPA code of conduct. Parking eye state "Unfortunately, the tariff purchased was insufficient

and did not cover the entire duration of the stay. The terms and conditions and tariffs are
outlined on the signage which are on display throughout the car park." I am unable to get the terms and conditions of this car park to determine whether this car park for some reason doesn't have a grace period.
I dont really want to appeal and then have to pay £100 instead of £60.
Any advice on how to proceed would be greatly appreciated.

Your actual options were
Plan A, a complaint about the pcn to the landowner or landlord or business
Plan B , appeal to ParkingEye based on the consideration period at the beginning and the MINIMUM grace period at the end of the parking session
Plan C is Popla appeal, mainly based on the possible consideration period plus minimum grace period, as above
Plan D is court, via Money Claim, where PE are likely to discontinue based on the arguments you and I have mentioned

Thankyou, appreciate the reply. I assume from your reply that you think I have a strong case? Everywhere i turn it seems to suggest that 10 minutes grace is the minimum expectation, but Parking eye are seemingly hiding behind the terms and conditions that are printed at the site. I dont live near by, so cant go and find what they actually are....
I hadnt thought of contacting the landowner. Its the car park of the college, is it a good place to contact the college?
Unfortunately, I probably jumped the gun a bit and already appealed with ParkingEye and they have said no.
Do i need to be really careful about the wording and level of detail provided to Popla should i go down that route? I dont want to miss an opportunity because of my own stupidity.0 -
I have no idea if you have a strong case
We have not seen the paperwork, nit seen the appeal B verbatim, not seen pictures of the signage on that private property and not seen the landowner authority or contract either
Study the current Joint Code of Practice from the BPA website to see what it mentions about consideration periods plus grace periods on a pay to park car park
Then study other Parking Eye popla cases over the last 12 months too
Its easy to argue away a few minutes on top of say 120 minutes paid parking, with minimum grace periods plus congestion, blockages, app problems etc
A decade ago or more the BPA Code of Practice allowed for exactly the scenario you described, before payment and on leaving1 -
Appeal to POPLA or ignore. Up to you.
No paying. That's not a valid option.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
