You’re normally responsible for the foul water sewer from your property to where it joins the main sewer (which is the responsibility of the water company).
The first call should be to the water company, not a plumber. They will normally send someone out to inspect and deal with the issue the same day and there should be no charge if it’s in the shared sewer.
Don’t forget that the water company’s sewer can run on your property. If it serves 6 houses for example and runs under the back gardens of all of them you would only be responsible for the branch from your house to the inspection cover.

my understanding is that some water companies will come an fix as a paid job even if they are not responsible
This will likely be far cheaper than an independent
The last time I have a blockage I called out the water board and the man who came said it was not their responsibility. However he said that for £40.00 he would plunge it which I accepted.
