VCS and Excel advocates are normally instructed to request an appeal opportunity. Perhaps the OP can recall.Le_Kirk said:

The advocate did not ask for permission to appeal at the hearing. Payment of costs is due by 6 November so I guess it will all become clear in the next week whether they will pay or appeal.2
