Claim form advice Claimant- UK Parking Control

Hiya all,

I have tried to read a few posts regarding similar matters but was not sure how to approach this.

Writing on behalf of a relative.

The original fine was issued in the time where the registered keeper was not in the country. Not sure how the incident had occurred as the car was not in use.

When the fine kept appearing in form of debt collector letters, it was just ignored as it was believed the fines were private firms and not council issued and it was not appealed at the time because they had been told normally not to respond to these letters. The registered keeper was not the driver.

A claim form has now been sent after many months of the incident happening.

Not sure how to approach this. I have attached the form for review. There is a lot of technical terms in the Particulars of the claim which are not fully understood.

Would appreciate help on this matter as I believe there is a time frame to handle this.

Many thanks in advance.

The person named on the Claim form has to defend against it within the stated timeframes. Go to NEWBIES Announcement thread Post 2 Small Claim scroll down to the section So, where to start dealing with a claim and follow the guidance.

It's likely DCB Legal will discontinued the claim before the hearing fees are due to be paid see this thread:

With an issue date of 21/10/25 and providing you complete(d) the AoS after 26/10/25 and before 09/11/25 your defence deadline date is 4.00 p.m. on 24/11/25

Do you have the original PCN so that we can work out where the alleged event took place and from there maybe the driver.  Could the car have been borrowed (with or without permission)?

I will ask about it. But from what I remember being told, the keys were not in anyones possession so the car wouldn't have been moved.
