Parking Fine: Notice to Keeper

I have received a parking fine from BaySentry Solutions, and was wondering how I can appeal this. The app lagged as I was making payment, and I was not charged, however I don’t see how I can necessarily prove this. I have heard this notice is not PoFA compliant while searching for similar threads on this site- pls could someone advise me on what I can do?

I cannot attach images as my account is too new so I will include the text of what the front side of the letter says below:





This parking charge has been issued on private land. We have issued a Parking Charge Notice (PCN) as this vehicle has breached the terms and conditions at Clements Road, London, IG1 1AG on 08/10/2025 at 21.40

The signage, which is clearly displayed at the entrance to and throughout the car park, states that this is private land, the car park is managed by BaySentry Solutions. You now have two options; you can either pay or appeal - you cannot do both.

£100 (or £60 if paid within 14 days)

A prompt payment discounted amount of £60 applies if this PCN is paid within 14 days of issue. If the full discounted amount is not paid within this time, the full value of £100 will be due.

Parked with no valid parking session/electronic permit, in accordance with the terms and conditions set out in the signage, the Parking Charge is now payable to BaySentry Solutions as the Creditor.

You are notified under paragraph 9(2)(b) schedule 4 of the Protection of Freedoms Act 2012 that the driver of the motor vehicle is required to pay this parking charge in full. As we do not know the drivers name or current postal address, if you were not the driver at the time, you should tell us the name and current postal address of the driver by completing the form on the reverse.

You are advised that if, after 29 days from the date given (which is the second working day after the Date Issued), the parking charge has not been paid in full and we do not know both the name and current address of the driver, we have the right to recover any unpaid part of the parking charge from you.

Should you provide an incorrect address for service, we may pursue you for any Parking Charge amount that remains unpaid. Should you identify someone, who denies they were the driver, we may pursue you for any Parking Charge amount that remains unpaid. Failure to pay the full amount of this notice within 28 days may result in the proceeding of debt recovery action and/or issuing court proceedings against you. Additional costs may be incurred.

    Definitely not a fine,  magistrates issue fines,  not private parking companies 

    Anyone can add redacted pictures , but need to add a short sentence as well as using the picture icon

    No personal information but leaving all the dates and times showing

    You'll never pay this. Ignore them unless you  move house but you know all this if you've read the MSE Guide first (see link top of page).
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
