CPP HOSPITAL OF ST. CROSS RUGBY WRONG NO. PLATE
A friend's son has received a PCN dated 06/10/2025.
He hasn't even got a full licence yet (still on L Plates) and couldn't work out how he got a PCN.
It turns out that his stupid father borrowed his car to go to the rubbish tip and called in to the hospital for an appointment while he was out. When his Dad realised it must have been him he thought it was strange as he remembered paying for the parking at the machine and also took a photo of it as he always does. Upon closer inspection of the photographic evidence he realised that he had indeed paid for a ticket at the correct times and for the correct amounts. However, obviously worrying about his conversation with the Consultant he had absent-mindedly input the registration for his own vehicle instead of the one that he was driving!
In a civilised World you would expect to be able to call the Hospital/Parking Co. up and explain the simple mistake, show them proof of payment and that would be it. But we know that Parking companies are about as far from civilised as you can get and would more than likely interpret it as evidence that he didn't pay correctly.
So what to do next. Get the liability transferred to the father revealing the driver's name? Go through the appeals processes?
The last time I took on the hospital (last year) it turned out that their land owner authorisation was out of date and only allowed for a charge of £50 not the £100 that they were asking for giving us a win at POPLA.
What now please?
Redacted copies of the PCN and photo evidence of payment can be uploaded if necessary.

If the PCN is for £100 I'd reprise the POPLA win you achieved before. They won't have sorted out that error!
They'll offer to settle at £20 first though, as it falls under a major keying error.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Email sent:With reference to your invoice no. above I am the keeper of the vehicle xxx xxx. However I was not the driver on the day that you claim a contravention took place. I only have a provisional licence and as you can clearly see in your photographs there are no L plates on the vehicle. I did not drive my car on that day.A relative borrowed the car to go to a hospital appointment and following a long consultation with a consultant where they were given a lot of complicated information to digest they absent-mindedly put the wrong registration in to your machine. A machine that they could barely read because of the awful glare of the sun off the screen.They did, however, pay for the parking for the relevant period as evidenced by one of the photographs that they took of the screen as a receipt. (Attached.)
Payment was made from 15:00 to 16:32 for the sum of £2.50.Given that they paid for parking for the right amount of time I trust that you will cancel this invoice immediately.Please note that I have no interest in going through your appeals process as I have no faith in it. Our position is simple. Parking was paid for for the relevant period so that is the end of the matter.I look forward to confirmation that the Invoice has been cancelled.Yours,

Contact the hospital PALS. They are often helpful in getting these things resolved.1

Sorry but they are anything but. When I contacted them previously they eventually wrote back three months later to say, "PALS would like to apologise for the delay in responding to you we are presently experiencing high demand for PALS. I apologise for the inconvenience and financial burden caused by the situation. However, PALS do not have authority to cancel the parking charge.chrisw said:Contact the hospital PALS. Unfortunately, the Trust has no power to cancel penalty charges notices or intervene in any way.
