First step OP is to speak to cc company to make sure Section 75 applies in terms of the value.

If it does still in time to cancel so send an email to say you are “cancelling your contract in accordance with the CCRs” and if they don’t refund within 14 days speak to your card provider.

If they say change of mind isn’t covered remind them the information in Schedule 2 is implied in the contract and the retailer is in breach.

If the value doesn’t meet the requirements ask the bank for a chargeback for not of satisfactory quality.

Initial payment was £404, they refunded £359 and kept £45 for delivery fees so not sure if section 75 applies, is it based on original amount purchased or lesser amount they’ve withheld?

Speak to your CC provider. Remember that being nice is the best way to get the outcome you want.
It could be that they simply write off the £45.

It would be based on the £404 rather than the £45 they've kept.

It's more a question of the flooring, if sold by msq or in packs it could be that the value per msq/pack is what needs to be over £100.

Advice above from @born_again is good :)
