Folders in Windows 11 - old newbie needs help please!

I used Windows puters from 2000 until I swapped to Chromebooks maybe 6 years ago. Back on a laptop now, running Windows 11, and I can't for the life of me get to grips with folders! All I want to do is create some new folders so I can organise a big mess of imported files into logical groups, in folders named appropriately.
I know how to do this with sub-folders inside one of the default folders e.g. Documents, but can't I create new folders which are "stand alone" like the default ones?
If that's possible, please explain how keeping it simple: I'm getting on for 80 and I've been trying to crack this since dinnertime!

You should be able to create them in exactly the same way that you create a sub-folder inside Documents.
In File Explorer, you should have an area at the bottom of the pane on the left side that will either be unexpanded and say "This PC" or will be expanded and show "This PC" with your C: drive below it. Expand it if necessary and then click on your C: drive and you can then create the folders in the same way as you would a sub-folder.1 -

No reason, you can then click, drag amd drop wherever you wamt.1

Creating folders on the root of C: usually means anyone can access the files if they were able to log on. Probably not an issue for a home computer.
I create subfolders within Documents etc and create a shortcut on the desktop so they're one click accessible. Desktop, though, is a default folder in itself
