The contract is not formed until the goods have changed hands between the seller and the buyer.
The buyer receives the goods and the seller receives payment or a promise to pay (depending on who is financing the pay later).
In the OP's case, they have not undertaken to pay anything to the retailer or a finance company in the future and they have not received any goods or services.
There is no contract.

This seems to be an issue mainly around Hartwell ford and their ineptitude.. quite a few seem to be affected, although i know of one person who has actually received delivery.... then waited two months for the wall box fitting included in the deal... it seems a massive balls up that people are rowing back on even once the deal is done.0

You have basically shown interest in the car/lease/deal and that's has far at the dealer has taken it, likely because they already knew there was more interest than cars available.
As they probably knew already that chances were slim at that particular time, they wouldn't hard credit searched you then and supply any deal paperwork as they would have to do the search again nearer the time and yes, if you signed the paperwork back then, you would have more than a leg to stand on now.
The paperwork and credit search would be done if they got an actual car to deal on.
Your name has just gone on a "I want one" list and if one had turned up or promised to that particularly dealer, you might have stood a chance.
