CE - office car park EV bay PCN

Hi all, long time lurker, first time poster. Got myself into a series of PCNs, same context:
Location: England, a business centre-adjacent car park (separate from what appears to be sign posted as the visitor and resident car parks of the same property).
Date/time: summer 2025; out of business hours, late on weekdays and weekend for an ~hour whilst charging
Vehicle: hire car
Parking co: Civil Enforcement (although the car park terms reference National Parking Control?)
This was a publicly accessible (no barriers etc) charging space, that also worked without any resident-specific RFID cards etc. I looked around and noted no posted restrictions, apart from the car park terms (for this specific area), which stated it's "private property" and that EV spaces are for EV charging only. Nothing about obtaining a permit or visiting the businesses being a requirement (unless "private property" is enough).
A while later (in some cases, ~2 months after the alleged infraction) the hire car people inform me of a host of PCNs (with their admin charges on top) for this location. About 2 weeks later I get NTH in the post, and appeal online.
The appeal drew on the newbies thread and my previous drafts, referencing POFA/NTH terms (I couldn't see all the POFA wording), relevant period (given how long it took them to send these out), valid purpose (charging), and the usual about no admission to who was driving, lack of details of their contract with the landowners, request for parking terms photo.
The land owner (office operator) wasn't helpful (suggesting this charging space wasn't for public use).
Anything I missed, and anything I should add going forward (eg at POPLA stage)?

But you will win anyway, due to the fact they won't have included the required documents with the NTH.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

None of this seems to make sense. An EV bay with NPC offering a contract to use it that you didn't breach, but CE also operate in the same
car park?
They can't both have rights over the EV space.What is the location so we can look on Google maps?2 -
The land owner's reply suggested there is signage that restricts that contract, but I've not found any in the immediate vicinity or at the entrance to the site. Maybe I missed something
