Got a parking ticket while charging my EV – unclear signage about paying for both charging and parki
I recently got a parking ticket while charging my electric vehicle in a car park. The signage was really unclear, it seemed to imply that paying for charging covered the time I was parked there. Only after getting the fine did I realise they apparently expect you to pay both for the parking and for the charging.
Here are the details:
Operator: NPC (Not NCP)
I was parked in an EV charging bay, actively charging.
I paid through the EV charging app but didn’t realise there was a separate parking fee.
The sign near the charger wasn’t clear about needing to pay for both.
The main sign on the carpark didn't mention anything about EV charging specifically

Do I have any grounds to appeal this? It feels misleading, surely if you’re paying to charge, that should include being allowed to park while doing so, or at least the sign should clearly say otherwise. On their own website they don't mention EV chargers on that particular site so it wasn't possible to know if I had to pay both.

Any advice on how to word an appeal or whether it’s worth challenging would be greatly appreciated

So I can see that's Lancing Beach Green, which (I know as I'm from West Sussex area) is owned by Lancing Parish Council. Therefore the site is not 'relevant land' and there can be no keeper liability.
So appeal as keeper. Not talking about who parked! Not "I/me". You could try the IAS as well for the LOLs but it is a shocking kangaroo court by all accounts we see.
Only 4% of people see an adjudication in their favour and the assessors are clearly not impartial so most people swerve the IAS stage altogether and sit tight.
Or ignore it completely. Ignore debt demands. Tell them if you move house, as you need to check each letter and come back if you get a claim form.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Ok I'll look into how to appeal as a keeper and what that means. Thank you. I'm even confused if this a parking space, it says no parking, so how can I get a parking charge notice for not paying to park.0

We had the same issue last week, different site. Also a 'no parking' sign so how can this activity, in this bay, be parking?!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Charging isn't parking.
Refuelling isn't parking.
Leaving your car to post a letter isn't parking.

This has happened to us too! In Fort William at a Premier Inn there was a fast charger showed up on my Charging App so we went to use. Saw no signage about any car park restrictions, genuinely. Then out of the blue got a letter from ParkMaven (?!) with £160 charge!!! I appealed with attached invoices via the Motability app - unfortunately before I found this forum! I told them the owner is disabled - (he wasn’t driving, it was me but I didn’t say who was) - and that we’d charged then left. Also, unfortunately, his name and address were on the invoices so they have his details. I also mentioned that he was disabled. (Takes longer to do stuff like get in and out of car). They’ve said appeal rejected but as a gesture of goodwill it’s reduced to £10 if paid before 2 weeks time! It’s greatly reduced but he’s on disability and I’m on £83/week as his carer! It might seem not much to most but is this a scam? What if all people who charge there just pay? Should I appeal or pay to get this off our plate? Any help appreciated please!0
