re excess payment

I own my flat which i have been in for 4 years I pay a management fee every month and a lease payment every January. I had a leak under my kitchen sink which i did not know i had until the guy from the flat below and the lady from the flat below him came to my front door.
The management were informed and they emailed me straight away telling me i have to pay the excess of £750 on the insurance they hold for the building and they have arranged for the guy who does all their work to let me know how much the damage for the leak in the flat below and the electrics from the flat below him. i do not have insurance as i stopped it a couple of months ago as i realised the management has insurance for the whole building... i realise now that may have been the wrong thing to do....... my question is am i covered with the insurance attached to the building. I am a pensioner so do not have any spare money, i have been forced to go back to do bank work for the NH to have enough money to cover my bills and food., however i would be willing to pay all the damage caused but will have to do it by instalments which i do not know if this is possible.. I am so worried....
