Opinion on window similarity

Hi there,
Looking to change a window from standard french window, to a french window with top light (attached) so the ratios of windows would change slightly, however no change to size of area.
Planning permission for local area say no permission needed if visually similar. I would consider these two things to be visually similar, but looking for external opinion...
