Smart Parking Parking Charge Query

Hi, can I just check my understanding re NTK Parking charge (postal only). Alleged contravention 3/8. Issue date 6/10. Smart Parking should have followed POFA and therefore cannot prove keeper liability as notice not issued within 14 days? Q is do I just ignore or respond pointing the above out and decline to identify driver. Sorry if this is a simple silly question. Never had a charge like this before and a bit overwhelmed with all the info.

Sometimes this argument wins at the IAS and sometimes it doesn't so give the appeal then the IAS kangaroo court a whirl & ignore it when you 'lose'.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
