    The cable seems to go down to the floor from the house consumer unit. Although the house has a concrete floor as opposed to a suspended floor. So it must go below ground level to the garage? 
    Cables don't have to run underground.  Armoured cables can be clipped to a wall if there is a route that can be followed.  Catenary (overhead) wires are also legal, provided that they are properly designed - the cable must be UV resistant and the cable should be suspended from a suitable tough wire (probably steel).

    It's worth checking if the garage supply could be used.  While home chargers are usually set to 32A, they don't have to be.  Lower currents, such as 16A, are also possible, but will take twice as long to charge the car.  Depending on the size of the car battery, that may or may not be acceptable to you.

    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.

    So is our electric meter. The cabling is routed to go out of the back wall of the house and round the outside. It’s a longer route than coming through the hallway, but far tidier.
