Response to complaintDearYour complaint about POPLA caseThank you for your webform received 15 October 2025, outlining the reasons why you are unhappy with the decision that has been reached by the assessor in your appeal. This was passed to me by the POPLA team as I am responsible for investigating complaints.It is worth pointing out that before submitting an appeal, our website informs appellants that POPLA is a one-stage appeal service, and we cannot reconsider your appeal if you disagree with our decision.The crux of your complaint is that the assessor stated you had expanded on your grounds of appeal after reviewing the evidence pack provided by Parking Eye and they acknowledged the machines are a good distance from where you parked and are not visible. The assessor also acknowledges your comments regarding the need for directions however, they state further they are unable to respond to new grounds of appeal.You state you have been advised on an online forum that as you had stated in your initial appeal that it was not clear it was a pay and display car park, this should have nudged the assessor to notice the operators evidence shows a machine in another car park and this is not a new ground of appeal.You explain you were further advised the assessor should have observed this themselves and upheld your appeal, regardless of whether you mentioned this in your comments.It is worth explaining that my role is not to determine if the decision is correct, but to establish if the assessor has failed to follow the correct process and identify whether a procedural error has occurred.To clarify, the comments stage of the POPLA process is not an opportunity for the appellant to raise new grounds of appeal. The comments stage of the POPLA process is to allow the appellant to respond to this evidence however, their comments must relate to their initial grounds of appeal.This is confirmed in the email you received on 6 September 2025 in which we advised Parking Eye had uploaded its case file.On reviewing your comments on the case file, while it is clear some of your comments were an expansion of your initial grounds of appeal such as there being no machines on site, it is clear you also raised new grounds of appeal regarding Parking Eye providing some leeway in addition to the grace period at the end of a parking event and the £60 charge being inappropriate for an oversight.As you did not raise these specific points in your initial appeal, these would be considered new grounds, and we would not be able to consider these during the assessment.In this instance, I note the assessor has confirmed you have expanded on your initial grounds regarding the machines shown in the case file are some distance from where you parked and not visible and there should be directions to the closet machine, however, the assessor should have provided a clear explanation of what they considered new grounds by stating these within the decision and then confirmed why we cannot consider these new grounds during the assessment.I will of course provide the relevant feedback however, I am satisfied that all of your grounds of appeal were considered during the assessment and therefore, no procedural error has occurred.As POPLA is a one-stage process, there is no opportunity for you to appeal the decision.I am sorry that your experience of using our service has not been positive. However, POPLA’s involvement in your appeal has now ended and this response concludes our complaints process. It will not be appropriate for us to correspond further on this matter and all further correspondence will be noted on your case but not responded to.You are of course, free to pursue this matter further, through other means, such as the Courts. What a load of twaddle please translate! Basically you are complicit with the parking vultures at least I learnt that much, next pcn and I shall skip the popla step as pointless and just deal with my own way.

What can we say about POPLA ?
Assessors who seem to be clueless and there is no doubt they favour parking companies
BUT, what can we expect, it is a BPA setup just as they set up the scam WHOPLA
The BPA and POPLA are not fit for purpose.
The worse being the IAS where parking companies rely on the SHAM

It has been seen on here in the past that POPLA state it's a one stage process but they have in fact allowed PPC's to submit additional evidence and over turn decisions made in favour of the appellant.POPLA are a joke outfit, ignore it.2
