Luton Drop Off PCN

Hello, a PCN was received from a drop off at Luton airport by APCOA. Payment was made and can be proven by bank transaction. Due to a missed letter, the appeal window has passed. I have seen advice to complain directly to APCOA using a similar template to the appeal as registered keeper - is this the best course of action?

You can try a keeper appeal based on the typical Airport template in numerous Airport threads on here, but they may reject it as being out of time
