If you absolutely must reply then just send them this:
Dear Horizon
I am in receipt of your notice in which you claim the driver of my vehicle is liable for a parking charge.
As you are well aware, there is no keeper liability in Scotland, you must take the matter up with the driver directly.
I will not respond to further correspondence.

One thing to be aware of is that although single PCN claims are incredibly rare in Scotland, Scottish judges don't like the "registered keeper won't ID the driver" defence and will often demand to know who the driver was. It's OK if keeper is not the driver, but less so if they are the same individual.

Of course it can't! Totally ignore the PCN if the landowner/retailer won't cancel it.
