Persistent cookie in Chrome

If I go to:  chrome://settings/content/all  there is an entry  "whats-new"
This is from youtube.com and has 4 cookies.
I have repeatedly used the delete  from the same window, but the entry will not go away.
I cannot do a global delete as I have cookies from other websites that need to be kept.
How do I get rid of this nuisance?

    Silly question but you're not on/using YouTube at the time are you?

    Just looked at my Chrome and I can't see a "what's new" bit at all.

    Chrome is up to date
    Version 141.0.7390.77 (Official Build) (64-bit)

    I rarely use YouTube and if I used it in the last couple of days, it would have been via another website.
    When I searched for the Chrome version, it did an update.
    But after that, the same problem occurred.

    Steps to Disable the "What's New" Page 
    1. Open Chrome Flags: 
      Open your Chrome browser and type chrome://flags into the address bar, then press Enter.
    2. Search for the Flag: 
      In the "Search flags" box at the top, type "what's" to find the relevant setting.
    3. Locate the Setting: 
      You should see a flag named "Show Chrome What's New page at chrome://whats-new".
    4. Change the Setting: 
      To the right of this flag, click the drop-down menu and select "Disable".
    5. Relaunch Chrome: 
      After changing the setting, you will be prompted to relaunch your browser to apply the changes.
