I have an old second laptop that i put Linux Mint on.
Only use it occasionally, do Linux updates have to be initiated manually?
Sometimes see a red symbol on update icon.
Also please, where it mentions local mirrors does it matter which one i pick or do i need to do that at all?

Open the Update Manager and click “Refresh” to check for updates, then “Install Updates” to apply them. If the laptop’s rarely powered on, the updates will simply queue up until you do that.

It is preferable to pick one that is UK based (for consistent speeds etc) - will probably be at the top of the list (depending on the distro you are using).

Or.. in the Update Manager select Edit|Preferences, then the Automation tab. Set everything to update automatically. You should still do as Vitor says from time to time, but most routine updates will proceed automatically.

Unless you're on 56K dialup, this will make next to no difference whatsoever. Don't worry about it.
