Is it too late to appeal

Posting on a friend's behalf, she got a ticket with premier park for not displaying a disabled badge back in august. It was on display on the dashboard but they only took photos of the back of the car. Unfortunately she did not appeal properly online and just send them emails and tried to ring them, both were unanswered. I tried to submit an appeal yesterday but the message said it's too late and it has already been passed on to the debt recovery agency. She has had another letter today saying it's too late to appeal and she now has to pay £170. Is there anything more she can do? The badge was there and they took a photo of the back of the car only - they have no evidence that the dashboard was empty because it wasn't

They would have denied the appeal anyway.
So read the NEWBIES thread and ignore everything else until she gets the Letter Before Claim, to which your friend *MUST* respond.
If she follows the instructions and guidance from the NEWBIES thread and listens to the knowledgeable on this board, she doesn't risk a CCJ and in the very worst possible outcome, will only have to pay the fine (likely not the debt recovery charges) and court fees.
A very large majority of defended claims on this board are either won or struck out. The only thing it will cost her is her time.
This firm and their debt collectors will harass her mercilessly, threaten her with costs and generally abuse the legal process to terrorise her into paying. It's not far off a protection racket and if your friend has the will to see it through and holds firm, she has a very good chance of coming out on top.1 -
Why isn't the keeper just ignoring it?
Read the MSE Guide, top of the page.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
