Horizon at Tesco Hove "date of breach 15 Sept" "parking charge issue date 6 Oct"

There was no screen ticket. As I understand it, the failure by Horizon to send an ANPR notice with 14 days means as long as the keeper does not name the driver, there is no case.  I'd welcome cofirmation of this.

If that's correct, is the recommendation still to contact Tesco first, given that it is essential the driver not be named?

The signage at the location historically conveys 3 hours free and the ANPR duration was under one hour with "faiulre to validate for the duration of stay" (whatever that means.)  According to a local facebook group the parking situation appears to have changed in August 2025.  I could only find a google photo from 2023 though:

    14 days if it's POFA - if they are not relying on POFA then maybe not?

    Easy one.

    Seems Horizon haven't processed any of these quickly enough for keeper liability so it's easy to win, as long as you don't say who was driving.

    There are zero entrance signs.

    I already showed a shedload of photos of the lack of signs about the recent change at Tesco Hove, in the signage pictures thread.

    The lack of signs (no entrance sign; it was removed by Horizon who replaced APCOA) is a winner at POPLA for everyone with a PCN at Tesco Hove this year.

    Nobody should be paying these and EVERYONE should be complaining to the Store Manager as my friend did with the above one. Fruitless but do it anyway.

    I'm told the Store Manager is Michael Germain and he is fobbing EVERYONE off, so I think victims should KEEP COMPLAINING TO HIM ANYWAY and get it in the Argus and kick up a stink ...

    Even if people get a POFA one they'd win on signage - but the Hove ones seem to be non-POFA, due to Horizon staff not processing them quickly, LOL!

    Anyway if yours is like the above on the back, it's non-POFA. Appeal as keeper. You win!

    Hello! 

    Apologies if this is not the right place to post or if this has already been covered, but I'd like to have your advice regarding a parking charge notice my mum received.

    On the 24th October, she received a "Notice to Keep Reminder" from Horizon Parking Ltd., dated 21st October. The notice claims that she failed to validate her receipt during her stay at Tesco Hove on 3rd September. However, she was unaware of  this new policy requiring her to validate her receipt, and she does not even remember going to Tesco on that day, nor she had received any previous letters about this.

    I checked her mobile bank account for any transactions at Tesco on that date, but there are no records of any payments. Additionally, she has a parking permit for the area, so she doesn’t typically need to park there to shop or walk around, especially at that particular time of the day, when the shops in Church Road are shut. She often goes there to use the recycling bins, and this could have been the case.

    The photos provided with the notice show the car entry time as 18:58 and the exit time as 20:13. However, the second photo showing the exit time is so dark that it's almost impossible to make out any details. The registration number is barely visible, you can only see the front lights lit, but nothing else is clear. It’s difficult to even tell where the car is located in the photo, making it very hard to verify the claim.

    I visited Tesco last night (I don’t live in Hove) to check for any signage about the validation policy, but I had trouble myself finding clear signs. It's a kind of (sad) relief reading that the matter has already been highlighted.

    My mum suffers from depression and anxiety, which sometimes affects her memory and attention. A friend suggested she might consider applying for a Blue Badge, but she would never pursue that option.

    Before paying the £70 charge, I would like to appeal. I’ve read through the "newbie" section and will try to use that as a guide for the appeal process. My question is: Should I mention that she did not receive any communication before this reminder?

    Thank you for your time and advice. I’ve read many complaints about these companies, and I wonder how they are allow to act like that?!  I can understand that there should be a time limit for parking, but this feels like a scam. Also, why do supermarkets of the same brand apply different policies, or don't make it more clear when they change? Is it fair that people have to feel nervous going shopping, constantly worrying about missing a sign or forgetting to validate their car? It seems like an unreasonable system that only leads to stress for shoppers.

    Dear Coupon-mad, 

    Thank you for the above information. I have recently received THREE PCNs from Horizon, after my wife shopped at Tesco Hove. I am the keeper, not the driver. I have successfully appealed on the PCN issued on 13th Oct 2025 for a parking event on 23rd Sep 2025 (the first parking ticket, received by post around 20th Oct), quoting their PCN was not compliant with POFA and also attached a shopping receipt found in the car. Their reply was below;

    "I can confirm, as a gesture of goodwill, the Parking Charge has now been cancelled and no further action will be taken in this matter. 

    Please note that further Parking Charges may not be cancelled."

    My concerns are that I have two other PCNs. One was received on 20th Oct 2025 for a parking event on 7th Oct 2025. I have made an appeal by supplying the shopping receipt, but no reply so far, despite this was sent out before I made the appeal for the ticket issued on 13th Oct. May I ask if I could appeal again on this one, adding their notice was received after 14 days? 

    The last PCN was issued on 22nd Oct 2025 for a parking event on 14th Oct 2025. I would not have received so many PCNs, if they issued the first one earlier. I am drafing my defence for the last parking ticket appeal. As you mentioned Tesco manager, I did go to Tesco, but was fobbed off by their staff. I did not even have a chance to see the manager. There was no sign or reminding messages at the exit or entrance of the store either. I did not find one. Can I get some advice from you, if possible please? You mentioned lack of signs, but I don't know where to find signage picture thread. I am thinking to use this as a ground for the last appeal, but not 100% sure how to get this done. In addtion, I wanted to supply the shopping receipt, but the reply from Horizon seem to imply that no future appeal would be acceptable.
