UK CPM/Debt Recovery Plus

My initial appeal has been turned down and I am now receiving letters from Debt Recovery Plus which I have not responded to. Am I right in thinking I now appeal through IAS?

If you see post 4 of the NEWBIE sticky thread, you will see what to do with debt collector letters. You can appeal through IAS but they are not really independent and only allow 4% of appeals. How strong is your case? Alternative is to wait for letter before claim and then the N1SDT claim form where the proper appeal (your defence) before a truly independent arbiter (a judge) can take place.2

Thank you for your help. I don't know how strong my case is? I didn't pay to park as I was simply driving through the car park to access entry to the riverside through a locked gate. This was opened for me, and another vehicle, who wanted to access the launch site on the river . We drove onto the field, unloaded the canoe, carried it to the river and then left the site driving out through the car park.

You cannot appeal to the IAS you have missed the boat (pardon the pun) on that one if it is with debt collectors, but it would have been futile the whole thing is a scam.Debt Recovery Plus are a bunch of dimwits preying on motorists just for the profits returned by people that don't understand the scam, you can ignore themFrom what you have said you were not using the parking facilities but access through the car park to another area.Where was this what do the signs say, if someone unlocked the gate for you who was it, get them involved.3

I've contacted the landowner, The Cotswold Lakes Trust and they state, 'the Cotswold Lakes Trust is not able to intervene in enforcement or parking appeals and does not receive any revenue from Parking Charge Notices (PCNs). Additional useful information can be found here: www.knowyourparkingrights.org .
I don't know who the person was who opened the gate for the car in front of us, who also had
a boat to unload, and then waved us on through. There was no-one there when we left the field through the gate.
I went back to the car park to to take photos of the signage and there was nothing stating that you could not transit through the car park.

I've attached the images of the route I took of route taken through the car park to the launch pad by the river. These were sent with my initial appeal.
