How can I follow step 1 of the Newbies Thread? Can't find email address of Landowner of Retail Park

Hello,
I've tried following step 1, but unfortunately all I found was an email that was rejected when I tried to send it as it said it 'does not exist'.
It's the Capitol Centre in Preston, I found an email address of "info@capitolcentre.com" but it doesn't work.
I'm unsure where to go from here with my UKPC 'not parking in the lines' charge, if I'm unable to follow step 1.
Apparently the Landowner is Melford Capital, but they seem to be very secretive.

There is usually a "totem" at the entrance to the car park and that will have the name of the managing agents such as Jones LaSalle or Savills, they are who you write to.4
