Ocean Parking - Do I still appeal if I'm past the 28days?

Hi, I've read the Newbies thread and have followed it through previously as I received a claim form and did all of the Mcol stuff. Anyway, this one is just starting from the start. Ocean Parking issued a PCN for staying in a McDonald's car park for longer than the 20mins allowed. The driver stayed for 50mins apparently. The letter just says 'Parking Charge Details/Notice'. It doesn't seem to say introduce the letter as the notice to keeper. Should there be a difference?
Anyway, I'm over the 28days to appeal to Ocean Parking as I initially tried to complain to the landowner but they weren't helpful at all. Do I still appeal this even though it's after 28days?
I would typically ignore but I've now had two of these go all the way through to CCJ. One, I paid, the other I'm awaiting my 'mediation call appointment'. I don't have the time or energy for this one to go that far but I'm also not planning to just give in to the buggers.
Please recommend whether I still send the templated appeal to Ocean Parking (though it's later than 28 days) or do I now wait until I receive the first debt collection letter, then appeal as though it's the notice to keeper?

Probably a waste of time, but it's your choice, they won't cancel the pcn, no matter what you do
Plan A is always the best option in these cases, so complain about the pcn to the business or landlord or landowner, try to get them to cancel it2 -

Ocean Parking are unlikely to sue but if you are past the appeal deadline then just ignore them.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Id personally leave. I imagine the online appeals portal wpuld have closed by then anyway. Its poorly lit and poorly signed so they'd pretty daft thinking they'd get it past a judge. I don't think I've seen much about this company and court chess.1
